Official Launch of the Percival Hoover Website

In accordance with Resolution 43-B of the Bellwick Council Charter for Civic Transparency, the Department of Communications is pleased to announce the public launch of the Percival Hoover Documentation Project — Britain’s first officially sanctioned website dedicated to a licensed corgi detective.
Formally initiated in October last year, the project has since undergone several months of interdepartmental coordination, stakeholder consultations, and extensive stylistic debate.
Detective Hoover participated in all required sessions, though not always willingly.
Following multiple revisions, the Council is now ready to present the results of this collaborative effort to the public.
The Documentation Project forms part of a wider British noir initiative, designed to explore complex investigations in a manner both educational and accessible.
It merges the language of psychological crime fiction with the structure of civic reporting — a balance that has, admittedly, proven delicate.
In January 2025, the Council was fortunate to secure the services of Mr J. Kushley, a professional writer based in Scarborough, to serve as the appointed author for this documentation initiative. Mr Kushley began work in February 2025, conducting interviews and compiling case materials under Council supervision.
The inaugural case, provisionally titled Collateral Death, examines events in Bellwick — a coastal town whose atmosphere, according to the author’s preliminary notes, “contains more fog than optimism.”
Internal reviewers have described the work as “an unconventional blend of official reporting and British noir mystery.”

The Council wishes to thank Detective Hoover for his… participation, and the appointed author, Mr. Kushley, for his continuing patience.
Together they exemplify the spirit of civic cooperation, narrative precision, and managed transparency that define modern investigative storytelling.
Further announcements will follow as the British noir project progresses.
Transparency, after all, remains the cornerstone of any good mystery.
