Public Outreach Initiative: Managing Expectations

Following recent public engagement regarding Detective Hoover’s commentary on the ongoing documentation process, the Council would like to reaffirm its commitment to balanced communication and measured transparency.
Since the launch of the Percival Hoover Documentation Project, audience response has been both encouraging and— in some quarters—concerned. Several readers expressed appreciation for Detective Hoover’s candour. Others asked whether the Council intends to “let him say things like that” again. The answer is yes — within reason, and with appropriate disclaimers.
The purpose of this initiative remains unchanged: to document the making of the authorised case report Collateral Death in a manner accessible to the public, respectful to those affected, and consistent with Resolution 43-B concerning inter-species civic accountability.
We recognise that Detective Hoover’s tone may differ from official Council language. However, his perspective offers valuable insight into operational realities in the field and into the emotional texture typical of psychological crime narratives. It also provides, in its own way, an authentic reflection of Bellwick’s British noir temperament — a blend of fog, understatement, and stubborn civic pride.
We would like to remind readers that Collateral Death remains a work-in-progress — a developing British psychological thriller authored in cooperation between the Council’s documentation team and our appointed writer, Mr J. Kushley. The manuscript is currently under joint review for factual integrity and tonal moderation.
As part of the Council’s commitment to public transparency, it has been agreed that the first chapter of the case — referred to as Episode 1 — will be made available free of charge to all subscribers.
Starting 1st January 2026, registered readers will be able to download Episode 1 directly from this website.
The complete documentation, published under the title Collateral Death, is scheduled for global release as an eBook and paperback via Amazon on 28 March 2026.
Mr Kushley has been fully briefed on the production timeline and, despite ongoing procedural challenges in working with Detective Hoover, remains confident that all deadlines will be met.
Subscribers will receive early-access updates as chapters pass internal review. In the meantime, the Council appreciates ongoing public interest and encourages feedback in civil and complete sentences.
