Regulatory Note on Mr Hoover’s Public Commentary Rights

Official Statement – Bellwick Council

In accordance with Bellwick Council Directive SP-LIC-H/647/B/22,
Mr Percival Hoover has been granted limited commentary rights on all public-facing materials relating to documented investigative proceedings.

Under the renewed terms of his Species License of Conditional Civic Operability, Detective Hoover may:

  • append remarks or annotations to any section of this website,
  • publish independent statements or “posts” under his own byline, and
  • review draft materials of the authorised publication Collateral Death and submit suggested amendments to the appointed author.

These privileges do not extend to direct editorial control.
Final approval of all content remains with the Council and the designated author, Mr J. Kushley.

While the Council acknowledges that certain expressions of “creative disagreement” are inevitable, it wishes to emphasise that any remarks made by Mr Hoover reflect his personal perspective only and do not constitute official policy, endorsement, or sentiment.

The Council remains committed to balanced transparency, procedural clarity, and the continued containment of narrative drift.
